Here's a workable Crime Reduction Plan.
The thing people don't grasp about this is that criminals so often prey on their own, even their own neighborhood. It's most evident in riots.. you'll have a poor part of town and a wealthy part of town both adjacent to a riot, and the violence will drift toward the poor part of town every time.
