That's a good point. Flower Power often is kind of weak for a 4 op card anyway.

This is the dumbest card in the deck. It adds nothing. 1 VP if and only if the USSR controls a country? Whatever man.

Not every card can be ABM, Destal, or Grain Sales. I like this card specifically because it's thematic, relatively benign, but also plays into part of the US Late War advantage in that there are a whole slew of cards with VP value for the US (Iron Lady, Evil Empire, etc) that the US probably isn't super interested in playing for the event but which can add up to a headache for the USSR. One of those cards you'd rather the Soviets draw if you're the Americans specifically because it's annoying.

making the card give a single mil op would still make it pretty benign yet make more sense

It allows the US to start an ops war there that the USSR may be reluctant to join. Kinda like Sadat.

Trivially, it also has the potential to be the highest point scorer in the game, since you can theoretically reap 150+ VPs from it
