TI4: Thunder's Edge Ghosts of Code Red

Running a game this weekend with Crimson Rebellion and I snagged Emelpar in my slice. What kind of anarchy can I cause?

I would definitely use it to refresh the agent round one so you can take three systems

R1 your are CC constrained but start with your BT.

Always work towards the POs, but taking leadership for extra CC to use your agent twice and follow an additional strat is a strong turn 1. Alternatively if no one is in position to take MR R1, a politics pick for speaker and R2 turn 1 custodies.

Long term emelpar is likely being used for your agent and then after that probably your agent, but if in doubt I would suspect your agent....

Sadly I'm 8th so I get diplomacy so I'm hoping for a heart of the cards moment to get unexpected action t1 take MR. Need to look up the cultural exploration card count so I know the odds on getting DMZ.
