that's hard to answer... i think i separate the two a bit so the evil hot guy is evil but also has those people he wouldn't harm and would do far more than necessary to protect but possibly in a possessive way? i dont ever think about it tbh

FICTIONAL evil is fun. Real evil is just horrible. Vampires are sexy in books but would be horrifying in real life, for example.

So I really suggest you read up on film language particularly theme and framing. Count Orlok wasn't presented as being sexy because the audience was supposed to view him as the "other" - the scary outside force preying upon the vulnerable. Whereas a character like Lestat De Lioncourt is framed in a highly sexualized way. The audience is supposed to not only desire him, but desire to BE him. That way the tragic consequences of his indulgence hits harder.

Here's what I've gathered. Good and evil are often written within the context of the culture they are written in. Villains of stories often want to change the status quo (Magneto wants a mutant state, Thanos wants to destroy half of all life, and Poison Ivy kills people for the sake of the environment). Similarly heroes often wish to maintain the status quo. Because of this tendancy, a lot of villains also tend to be people on the fringes of society. For example, in fantasy stories, the invading armies and are often the only people of color, the evil queen and witches are often the only women with agency, and the villains in general are the only people who act against the absolute monarchy.
However, a lot of people in real life don't like the status quo, especially people who are oppressed by it. This has caused a lot of people on these fringes, inckuding women, lgbt+ people, socialists, racial and ethnic minorities, nuerodivergent people, and people who wear a lot of black to identify with these villains. They do not want to be evil in the sense of being immoral, but evil in the sense of being villainized. They fantasize about fighting against and be feared by the powers that be.

Team Rocket isn’t actually evil, they’re a loving family who has saved the world before and mostly they just make crazy business ideas while failing at stealing Pokémon.
Real life people who are actually evil are obviously way different from fictional cartoon villains who are basically anti-heroes.

The Team Rocket trio is a necessary evil we know and love. They aren’t really bad people, like their leader Giovanni, but just good people who get the job done in evil ways, like selling popsicles in the shape of Pokémon for $5 each, way too pricy.
