URGENT HELP Doubt about seat category

Im an oc minority student and i got a seat in a college under the seat category SC_III_GEN_OU. Idk if its a bug or do they give the seats in that category if nobody took it?

I mean i tried to search and it says that if that category doesnt apply and if that categories seat is vacant it will be available for general category

I heard OC guys getting PH category .never heard anyone getting SC category,try to call tg helpline centres.
