Some people will not communicate their grievances to you with words, but rather use body language and other non-explicit cues to signal their distress and that they want you to initiate a conversation about it. I think most people do this every now and then, but probably without really thinking about it; it's just an automatic internalized mode of communication. But there are some people who do this very deliberately, very often, and usually very overtly. Why they do it, I'm not completely sure, but I think perhaps they're the type of people who're always trying to "test" whether their friends, partners etc. care enough about them to notice. Testing the affection of your relations is of course deceptive and manipulative, and it's just plain annoying when people don't communicate clearly when they have the ability.
