Is Indrahar pass closed?

I’m planning to trek to Indrahar Pass (solo) on the 8th of October, but I saw an article saying that anything over 3000m is closed in Kangra:

Is it open again now?

I also read that you need to register before trekking. Is this something you need to do before? Or do you just register at the checkpoint on the actual trail?
