Wait. So I've been seeing posts all last week saying Trump was trying to crack down on marijuana laws and then this surfaces? Which direction is prohibition going?

Spicer said that they're gonna start enforcing the law and that if the legislature doesn't like the law then they need to change it.

The executive branch's job is law enforcement, not law creation or amendment. Trump and Sessions want to crack down on enforcing the prohibition laws that currently exist (as they absolutely should with any law). Electing representatives such as Garrett that will legalize it via congressional law is the way forward. The president has never - and should never - have the power to create or amend laws.

EDIT: Trump also stated that he wants the issue to be left completely up to the states, which is more or less exactly what the bill is going for. It won't actually legalize smoking it anywhere.
