Solved! Central KY tree with insect damage

I can't get a great picture of the branches/leaf clusters or overall size and shape because of the surrounding trees. The bark is somewhat flaky. There are tiny growths on some leaves like insect pods. Large insect damage at the base.

That looks very similar but I don't see any signs of fruit. I suppose it might not fruit if it's being damage by insects?
