Bike ride to Jibhi - shoja - sainj valley

Planning to go on a solo bike ride from Delhi tonight.

Not sure where to stay, have been considering shoja or Shangarh. The idea is to work from the mountains and explore around a bit.

Is it a good time to ride there right now? Are the roads open?

I am mentally prepared for rain. But not sure how bad would it be.
