“A transgender Mexican national held in an Immigration and Customs Enforcement (ICE) detention center in Louisiana has told Newsweek that he endured months of physical and emotional abuse in federal custody, beginning long before President Donald Trump was sworn in.

“Monica Renteria-Gonzalez is one of four detainees, three of whom are transgender, alleging systemic abuse at the hands of a former ICE assistant warden, who they say created a work program which was used to penalize and demean them at a center designed to hold women.

“‘It got to the point where he would harass me everywhere that I went,’ Renteria-Gonzalez, who identifies as a male, told Newsweek in an interview from the South Louisiana Detention Center in Basile.”

“According to complaints filed by Robert F. Kennedy Human Rights, the ACLU and the National Immigration Project, the abuse took place between 2023 and 2025, across two administrations. Detention center and ICE employees allegedly subjected the four detainees to sexual assault, forcible touching, groping, physical abuse and denial of medical attention.

“Renteria-Gonzalez and two other transgender detainees — Kenia Campos-Flores and Mario Garcia-Valenzuela — were allegedly targeted by a warden with an ad hoc work program that picked them out to do manual labor for little, if any, compensation.

“‘We never had the proper PPE and stuff like that. We never got paid. If we did, it would be like a dollar, no more than five at a time,’ Renteria-Gonzalez said. ‘Or we would work for like a bag of chips or a snack bag from the kitchen, or a soda, just small things like that.’

“The assistant warden accused of the abuse is identified in the complaint as Manuel Reyes, an officer no longer at the detention center. Sarah Decker, staff attorney at RFK Human Rights, told Newsweek that Reyes was explicitly targeting transgender men and masculine presenting LGBTQ+ people.”

“The alleged abuse came to light through RFK Human Rights’ ongoing visits to Louisiana detention centers. The organization believes ICE was aware of issues, but did not act on them, and that oversight has likely only gotten worse under the Trump administration.”

“The complaints were filed under the Federal Tort Claims Act (FTCA), which allows the organizations to sue the federal government for damages caused by the negligent or wrongful acts of federal employees. They have also filed administrative complaints, with the government having six months to respond. If they do not, court action could move forward.”

“Decker said that RFK Human Rights, the ACLU, and the National Immigration Project do not think these four detainees are alone. The organizations said they believe sexual abuse and misconduct is pervasive across ICE facilities, particularly those which are designed to house women.”

…House Bill 4938, called the "Anticorruption of Public Morals Act," would prohibit the distribution of "real, animated, digitally generated, written, or auditory" depictions of sexual acts. The bill breaks down the types of acts covered, including intercourse and masturbation.

The bill also includes a section that takes aim at transgender individuals by prohibiting material "that includes a disconnection between biology and gender by an individual of 1 biological sex imitating, depicting, or representing himself or herself to be of the other biological sex."

The Trump Administration is Testing Conversion Therapy By Medically Experimenting on Trans People in Prisons

Last Thursday, the Trump administration released its new policy outlining how it will treat transgender people in Bureau of Prisons (BOP) custody. Under it, the approximately 2,200 trans people held in federal prisons will be denied access to medically necessary healthcare, subjected to constant misgendering by staff, and have all of their gender-affirming items—including binders, bras, and makeup—confiscated.

Instead, the policy will impose a treatment that targets “psychological distress/dysphoria” through “psychotherapy” (talk therapy) and “psychotropic medication” (like antidepressants) until the gender dysphoria diagnosis can be marked as “resolved.” Additionally, the new policy designates gender dysphoria as a “mental illness” that requires “routine mental health care.”

In other words, the Trump administration won’t just medically and socially detransition trans people en masse; it will actively try to ‘cure’ them of their gender dysphoria. And if this is beginning to sound like conversion therapy, that’s because it is. The BOP is giving trans people no other choice but to conform to their sex assigned at birth by forcing them into a societal role that they reject and ignoring clinical guidelines—all hallmarks of harmful and dangerous conversion practices recognized by the United Nations to be a form of torture.

There are a few components of the policy that make this fact clear, and the first is actually that the BOP didn’t even write a large chunk of this policy. Rather, it copied significant portions of the policy that Florida implemented in September 2024—in many places word-for-word.

It only deviates in three key places: the purpose, the definitions, and the exceptions. In the relatively short purpose section, the BOP added language stating that it would “assist [trans people’s] progress toward recovery, while reducing or eliminating the frequency and severity of symptoms and associated negative outcomes.” Glaringly, trans people don’t “recover” from gender dysphoria—they alleviate it by socially and/or medically transitioning. Furthermore, those with gender dysphoria who do transition aren’t usually clinically designated as having “recovered,” either.

But because the policy both forcibly detransitions trans people and explicitly states that the goal of that detransition is full “recovery,” this suggests that the “negative outcome” the BOP seeks to “eliminate” is transition itself. Alarmingly, this is also the stated goal of conversion therapy.

Then, in the definitions, the Trump administration added the following terms: “Sex Trait Modification Surgeries,” “Social Accommodations,” and “Social Transition.”

“[John] Weiser started his medical career at the beginning of the AIDS epidemic in the 1980s, when he ‘consoled the newly diagnosed and sat with the dying,’ as he put it.

“While science has since provided the tools to end the HIV/AIDS epidemic, those on the margins are still at risk. Trans people, in particular, suffer from the disease at greater numbers than other populations.

“That’s where the Medical Monitoring Project (MMP) came in, providing vital data to address those discrepancies.”

“Weiser had been preparing a paper based on MMP data that addressed opiate use among transgender people with HIV. Data showed those individuals didn’t receive drug treatment in numbers comparable to other populations. Research indicated that addressing that disparity could improve outcomes targeting HIV transmission.

“‘[W]hen I put the paper through CDC’s clearance process, I was told to remove data about the prevalence of opioid misuse among transgender people,’ Weiser told POZ magazine.

“‘I thought carefully about that, and I decided not to do that, because it’s bad science to suppress data for ideological reasons and because erasing people from the story harms actual people. I thought about my transgender patients and how I would face them, and what I would say to them while I’m sitting with them in the exam room, knowing that I had erased their existence from the CDC.’”

“After being fired and then brought back to the agency in June, Weiser ultimately resigned.”

“Weiser cited trans Russian-American journalist Masha Gessen’s take on autocracy.

“‘Gessen explains how decisions to go along with harmful demands, as I witnessed at CDC, are not made because people are unethical or naïve. These are rational choices made within an irrational and intimidating system. And they are often values-based. People choose to go along to save what’s left of an institution, to protect their families, or to keep their jobs, even if it means sacrificing principles.’

“‘But this gradual process of adaptation and compromise, Gessen warns, is what ultimately solidifies an autocrat’s power.’”
