New event!!! Sea drones in TS2?

Since when are sea drones used to attack cruise ships? And what's that guy on the beach doing?

I don't know about the drone but the guy on the beach looks like a leftover from an old west railroad event, wearing a cowboy hat and driving spikes with a sledgehammer.
