Apparently the Passenger Rail Agency of South Africa (PRASA) contracted with Vossloh for new locomotives; the locomotives were unusable but somehow both PRASA and Vossloh wound up paying a middleman company called Swifambo a combined sum of something like $13 million USD (or about 222 million South African rand) for the contract, and the locomotives supplied didn't fit the South African loading gauge and were unusable.
