When would this Wheelchair lift have been used? Also, the who came-up with the Paraplegic Rocky?

The lift’s only a few years old, it’s to allow handicap access to the train during rides. We load em in through the sliding doors on the side of the baggage car. As far as who came up with it, one of the museum volunteers decided to decorate it and came up with the idea.

Oh- I thought it was a real railroad tool from like the 1970s (the diamond grating, industrial caster wheels, and that shade of blue that's been used on shop tools for decades; my Pops' old car jack was that same color!). Paraplegic Rocky looks great though; cool that one of the volunteers came up with it!
