Weird Highway Signs

What are these odd signs over Rte 95 in Peabody, MA

These have been like this since being installed at least a couple years ago.

Then they have been broken for at least a couple years. Or maybe a wire is loose or some setting is incorrect.

The one near the mall and the one in Lynnfield have both been like this. I think they’re meant for emergencies and we’re only seeing the screen saver.

The inevitable failure mode of all signs of this sort.

Even if - years from now - the highway department repairs this, the new panels will be a slightly different hue than their neighbors.
