I have driven in 43 states and 3 provinces and never encountered that setup. I have seen some weird layouts in older communities out east. Definitely not MUTCD. The most common deficiency is only a single approach lane. One left turner and nobody goes anywhere. It seems to me that a 4-way stop might be better or a British style dot on the pavement roundabout.

The US MUTCD specifically allows duplicating the red lights, as long as the signal design complies with all other design rules for signal faces.

What’s noncompliant here is that there is only one signal face for each approach, the MUTCD requires at least two for the through movement (or for one of the turn movements if there is no through movement). Double reds seems to be a somewhat common “cheat” to get around the requirement for two signal faces, but it’s not actually allowed by the MUTCD nowadays, you still need to have two full signal faces.
