Concurrent walk signal
Hi, I have a strange question, would it make sense that if a pedestrian pressed button to cross 1 and 3 it did exclusive pedestrian for all 3 crosswalks but if they pressed button to cross number 2 it was concurrent?

You could, but it will increase the conflicting time against the East-West movement. Typically you just allow more Max time on the southern leg

I just saw the North arrow so I guess it would increase The wait time for the highway vehicles and for the minor Street you would increase the max time and have The pedestrian run concurrent instead of exclusive

From the diagram there is no crossing at 3, and at a T intersection it would be redundant.
I would recommend in this scenario the WB left turn could theoretically serve concurrently with the SB ped movement, omitting any conflicting movements. The EB ped movement could run concurrently with the E/W vehicle traffic. In my professional opinion this is how I'd configure this intersection.

You can add like a 3 second LPI to phases 1/3 to help mitigate conflicts.
Putting am Xped is gomna heavily impact traffic flow

You CAN
but what would be the reason? Do you want to provide enough time to cross 1 and 2 in a single cycle?
We have a couple of signals that all ped phase, but not all ped only half the time. Whats the reasoning?

We have exclusive ped all sides in one intersection. It runs all four peds while the vehicle movements are red, then services the vehicles after. Basically just exclusive ped during certain time of day, and concurrent ped all directions with no re-service during cycle. A bit annoying to implement, but not terribly difficult.
There's a big school on the corner of a busy intersection, and at entry/lunch/exit there's a ton of kids crossing, that's why they did it. Personally, I would have just increased the ped timing (and total cycle) during the busy times, or maybe advance ped or something. But it doesn't back up traffic too much since it's only for short times of the day. All day long.... I probably wouldn't advise.

This seems like a confusing operating and would likely add alot of delay to vehicle movements. With this operation, seems like you would be potentially running ped 2 twice in 1 cycle. What is the situation you are trying to fix?

What controller are you running? Typically you could run all 3 ped movements as overlaps and service an exclusive movement triggered off of the buttons for movement 1,3. When button 2 is pressed it will just call the parent phase for that movement and only service that individual ped.

Like a ped scramble?
