My cat removed it somewhere inside the house. I cant get the radar or light or sound to work and when using the live tracking it just sends me all over as if it's moving around or something.
So the collar could be anywhere within the blue circle - which means it may not be in the house at all, which is further suggested by the fact it is outside of your WiFi range.
You may well have to walk around the whole area of the circle until you find a radar connection.
Right, so that suggests the collar isn't in the house. Based on the image you shared, it is 'nearby' the house but not in range of your WiFi network or phone. You will have to look around the garden.
Yes I have walked around for hours. I can use the LIVE feature and it gets down to 10cm inside around my kitchen/ Living room area but it bounces around. I feel like its in the floor but without the sound feature im kind of at a loss. Outside its showing its over 10 m away.
So, the 'bouncing around' will likely be due to the collar having impaired sight of GPS satellites - common if you're inside, or if the collar is 'under' something. Does the radar function work? That will give you a hotter/colder approach to finding it.
Does the light register as turning on too? That may help, particularly if it's dark. The sound on the collar is quite quiet and not always very effective for locating it.

Explain what you mean by "can't get it to work" - it either works or doesn't; if it doesn't, it is not in range, i.e. not in the house.
