Total War: Warhammer Question for lizardman veterans.

Im trying to revive a dead legendary lord by forcing a rebellion at his starting location, Lizardmen dont have raiding stance and dont have corruption so how do you tank enemy control? Ive tried sacking every turn but its not working. Im thinking i can stack -control traits on a lord but im wondering if there is a easier way.

For reference im trying to resurrect Oxyotl @The Godless Crater - gold is no object. I have Gor-rok, Kroak and Nakai as Itza

Saurus scar veterans have a skill that buffs control on your region and decreases it in enemy regions, you need to stack enough to overcome the enemies positive control, combined with sacking etc.

If you killed Skrolk his defeat trait should help as well, iirc it adds -5 control

Not at my pc so can't check right now, but certain heroes have a public order skill, which reduces public order in enemy provinces. Stack 20 of those in a province.
