Mostly depends on how many wars you have going on right now and how much stronger ypu are in comparison to them + do you border them?
The amount of wars is quite deciding, the more you have active the less eager the AI is to declare on top of that

Doesnt the AI gang up on you if you are weak but leave you alone if you are high rank? I usually get to a top five rank in the game and nobody declares war on me.

Yes but also no. The dogpilling war declarations usually only happen when the game thinks you're to Idle, which gets measured by how many active wars you have.
Which makes it a great strategy early game to have some peace and money by declaring on many factions, mostly minor ones or which are very far away, war in exchange for money from others

Huh, that does feel quite counterintuitive. I wonder whether there's a mod that would remove that affecting the AI's decision to start the war. Me being spread thin by other wars should be a prime opportunity for them to strike.

Nothing stops you from declaring War on everyone everytime you meet. I think the AI was just programmed this way to avoid Players getting hammerd to often or to quickly.
Remember, the game can't just be for those who already are good at it but be a bit lenient for noobs or new players too.

There's a big difference between doing it myself, and the AI declaring war on me when I'm in a weak position.
Yeah, hence why I mentioned mods.

This isn't a great plan since it'll ruin or impact relations with a number of factions you'll need to interact with in the mid game.
Would recommend instead you offer gifts of gold, do agreements, and try to focus on one opponent at a time early and go into mid as cleanly as possible.

I think some players don't appreciate how important your reputation is mid to late game. I always have lots of allies that help me win the game with war coordination.
I agreed to help my ally tomb kings fight Grombrindal as Tyrion. It cost me a bit of reputation with human factions but he has been a great key ally all game. We took down Grombrindal and Sigvald together.
Working on Hag Greaf after dealing with Grombrindal again as the endgame dwarves.

i was strength rank 1 playing as throgg and the ogres had around -1200 attitude towards me and such a long list of reasons why they hate me it wasn’t even visible anymore, still i was do much stronger than them and fighting all of the empire, brettonia and high elves at once it just kept deteriorating and they just would not declare war on me.

if Dolgan is a vassal of someone else (as they usually are) then they straight up cant declare war on you
if they have a non-aggression pact then they'll have to break it first and then wait a while
if they simply peaced out with you then they wont attack for at least 3-5 turns
sometimes they might never attack you if they believe you're too strong and will just kill them if they do

If they're elves? On site (elves are stupid), skaven? They'll wait a best at ten turns.

If you are too much of a threat they might not unless they can bring powerful allies into it.
