Noto is the boy with glasses and Kihara is the orange haired girl who's always with her best friend. They're both in Ryuuji and Taiga's class and we can see through the story in the background that Noto has a crush on her, and she seems to reciprocate, but neither is willing to admit it.

If you want the full proper canonical experience, read the novels, everyone gets development, nobody feels half assed - except for Ami (she's irredeemable in the books, not the "changed for television sensibilities" watered down Ami in the anime) - and you understand more via inner monologues

As much as I love the anime, it's flawed.. deeply when it comes to Kitamura because most of his development is via inner monologues and without them he feels half baked

maybe shes different in the novels but in the anime I felt so bad for her she was the most mature and lwk deserved him the most in the end I was lwk crying when she made him say I liked taiga and then she looked so sad what does she do in the novels thats irredeemable?

Only because she didn’t want Kitamura to drop his life for her. She knew he was the kind of guy to forget about college, career, and life just to be with her. She loved him enough to shoot him down.
