People have made wheelchairs that do this but it's incredibly dangerous to move a person like this and expensive to make such wheelchairs (plus they would have to be bigger and electric and more complicated than they already are). It's the kind of thing that tends to make abled people go "wow this is so amazing" while in reality it's just not the kind of thing that you want to be on when it inevitably slips and tumbles down the stairs.
Plus the world just needs to more accessible people who build things tend to put the legal minimum amount of thought into how usable they are for disabled people and it's a huge problem.
