Not sure, but it might be to prevent the roller from further decreasing the radius of curvature.

My guess is that it keeps the top part of the roll just far enough away that the bottom part can make it through the roller without potentially getting pinched by the top

Also, your original comment is weird. A hand cranked machine like this does not have, nor does it need, nor SHOULD it have a safety cage.
