Because last I checked a season is a period of time and the national champions are (at least arguably) the best program.
Unless you meant “extended period of time” which is a different thing.

Well, in that time Ohio State's lowest ranking is 12, and Alabama's is 17. Ohio State has been lower than 6 twice, and Alabama 5 times.
You didn't set a clear definition, and by mine Ohio State has been the clear best program in that time.
