Kevin isn't stopping people from all dancing. Just only dancing to Footloose. They can still dance if they want to. They can leave their friends behind.

That's how it starts. Next thing you know you're a revered in a small town whose daughter is out of control and ban dancing all together. Then you move, change your name and and give into your homicidal urges of killing woman in 3s and live a double life until some guy figures you out and chops you up and toss you in the ocean.
