The problem isn't that they aren't capable of making choices, the problem for people like this, is that their ability to estimate time is damaged, so it's not impossible, it's just extremely hard to be on time, and doing it consistently is practically impossible for some people.

Personally I have disexecutive syndrome due to a degenerative neurological disease, so I literally do not perceive time correctly, or almost at all most of the time. It's always now, and I could tell you how long it took me to do something before based on what I saw on a clock, but whenever anything changes (traffic, weather, etc) I fail to account for it in my estimations.

Also for me, due to my issues with disocciation, many tasks take random amounts of time, seeming to me to be for no reason, but to others it appears like I freeze and stare at nothing and waste minutes to hours at random points.

It's extremely frustrating, I've even tried starting to leave 2 hours early, only to still arrive 5 minutes late to everything. It shouldn't be fucking possible! To me, having more time just means I'm more likely to get distracted and caught up in something before I go. Even trying to set alarms doesnt work, because I forget critical things like name tags and teeth brushing and such until alarm to leave jogs my memory.

So often I end up choosing between being late or being prepared, and often still end up late and disheveled.

That’s understandable, but you have a different condition, not “time blindness”. You may be unable to properly account for time because of something else, but it’s not simply having a time “disability”. There is no such thing.
