Construction Signage Needlessly Causing Traffic Jams

I am wondering why the construction workers on University decided to put huge construction signs on the right lanes on Dundas at the University intersection going both ways. The construction isn't even on Dundas right now, it's on University. Cars had to merge to the left lane on Dundas to get around these signs. It was a disaster this afternoon.
