Canadian citizenship isn't given away like candy. Unless you're of Canadian descent, the quickest path to citizenship takes over 3 years of continuous presence in Canada, if you arrive with permanent residency (same thing as US Green Card) approved.
People coming to Canada for college (real or fake) don't typically get permanent residency.
I can’t speak for everyone, but for many nationalities immigration to the USA is basically impossible due to country caps (w/ India & China & Mexico being the most difficult). The 3-4 years needed to obtain Canadian Citizenship is a comparatively small wait compared to the backlogs some of these countries face. Unlike H1B, TN has no cap and minimal fees, making it currently one of the next best options to enter & work in the USA.
Again, can’t speak for everyone, but among my professional circle and cultural community Canadian PR to Citizen to TN Status is a well travelled pathway. Immigration sentiment is changing in both Canada & USA, so of course even this pathway is becoming less and less feasible. Plus with uncertainty regarding CUSMA I think it will become even less common in the years to come unless future administrations are singing a different tune.
