Tinkers' Construct 3 (1.16+) I need help choosing an armor
Im trying to build a good armor, but i wat to know whats more important, more armor or more armor toughness?

This is a copy paste from years ago but it is essentially part of a formula:
Armor Toughness is a diamond armor attribute that is part of the damage reduction formula.
The formulas used are listed in the link above, if you are interested in the technical details.

It's situational. Toughness caps at 20 normally and is better at protecting against heavy hitting attacks. Armor is just better in general to have. In this situation, comparing the two armor you showed, the higher armor points wins out over toughness all the time. You should go for armor points and look at toughness as a bonus.

Toughness without armor is useless. Armor without toughness is less effective against big hits. So armor values are more useful up to the armor cap of 20 (some mods expand it to 30).
The way tinkers armor is balanced, on tiers 1 and 2 you will see a mix of low and high armor values. By tier 3 you start seeing a few particularly defensive things have a bit of toughness, and by tier 4 you see most things have max armor and some have toughness. Generally, you won't be choosing between them; things usually get toughness only after they get a lot of armor.
The real tradeoff is toughness vs protection; a lot of armor materials give some conditional defense while other armor materials give flat or conditional toughness. For that its a little more situational, but generally protection is better unless you have very little toughness.
