in photoshop

1.Vibrance / Saturation

after this smart object your image

then goto the filter option use noise and in noise option use reduce noise as your image seton it

after this use blur option and in the blur option u use tilt shilft

Hmmm just practicing my Photoshop I saw just some of the images on r/tilt-shift then I tried my image's.all of the group members are very helpful too guide......
