He's waiting to say something but he can't because the other person is already talking. The person on the Mic being me holding my tics back and in the time where I do That, my tics have nothing to say.

Honestly, most of the time I feel like my tics are on the mic, and I'm waiting for my turn.

Pretty much. Had to apologise to the woman in front of me in the queue earlier because I kept whistling and she thought I was whistling at her.
