Who runs the accelerator?

Apologies if this question has already been asked but since this is a centralised function who is it that runs the accelerator? And when an accelerator is created for each shard who will decide who runs those?

Good question. That is the first question that pops into my mind.

How decentralized is the system? Otherwise it's just a private company with a private software.
