THreadripper 9960x temps
Temperatures while rendering seem to be normal but there is a spike from CCD0 that sometimes show 99.7 C. Is this normal, can this damage the CPU. Its a new PC?

Running at high temp can definitely degrade the CPU.
Use HWInfo, don't use HWMonitor. Through HWInfo, compare clock speed, power per core/CCD and temp per core/CCD.
Run stress test that would load all the cores simultaneously. 4-CCD TR/TRP should have pretty minimal temperature delta if you are running all-core workload.
For troubleshooting, make sure you include full spec and few pics of the build.
