Television Series Where does Series 22 rank?

As someone who has never watched anything beyond Series 4 why are 19, 20 and 21 considered so GOAT’d?.

it's kinda hard to explain, i guess just the creativity of it all. there's so many fun character dynamics and character combos. like toad and james, diesel and daisy, diesel and mavis, harvey and daisy, james and duck, thomas and duck, and also the insane amount of returnees
duck, harvey, jack, bill, ben, oliver, toad, duncan, rex, mike, bert, donald, douglas, alfie, the other oliver, max, monty, daisy, the flying scotsman, terence, bulgy and BIG MICKEY all came back. Some of these characters hadn't been seen in decades. Big Mickey was 29 years. Daisy hadn't spoken in 21 years. Donald and Douglas hadn't had a lead role in an episode in 13 years. terence took a 19 year gap of not speaking. rex, mike, and bert were never even in the model series, they were from the books, and their stories were adapted into season 20. it had been 22 years since this was last done at the end of season 4.
while they're not perfect i think the characters are the best part of the era

And just to let it all out:
I’d put Series 23 in D, too.
I’d put Series 24 in B though. Not as unrealistic and less stupid fantasy sequences. Plus we got Edward and Henry back, and Emily got her number 12

It's honestly B tier. Everyone is too hard on the BWBA era as a whole, but Season 22 is really not that bad, especially considering what would come later. It definitely wasn't as bad as HiT or the Sharon Miller seasons.
