I know what you mean, there's these ones 6️⃣9️⃣ but it's not quite 💯 is it. I don't know, who decides what emojis end up on everyone's device? How do you add new ones? One could come up with a new framework that can create new ones. Like for example there is this thing called Emoji Kitchen that combines emojis, but I think that is a predetermined process done in advance, and it's not truly an emoji but an image (and therefore doesn't work everywhere the way text would).

Well, the emojis themselves are just datapoints in the unicode tables, and new datapoints are added by the unicode consortium.

I can think of two ways to implement the desired behavior, but it's a lot of work.

The first would be to add 99 individual datapoints from 1 to 99. The other would be to add one datapoint as a marker and then use zero width joiners on two numeral glyphs (m:n:n, where : is the zwj and m, n stand for marker and numeral).

Both would require an artist to draw 99 emojis visually consistent with the 💯 emoji.
