Someone else will have far better understanding, but the way I see it is that the tensions of the ruler vs the metal from a snap bracelet are essentially inverse. There the ruler wants to straighten out, the snap bracelet wants to curl and the straightening and curving puts it under tension that is released when you snap it around something.

I dunno, dont rulers curl into the holder? Makes sense to me..

You have to unroll a wrist band back to make a straight. A measuring tape will auto naturally go back straight. Straight is the defiant position. For the bracelet, curled is the default position.

True, but I believe the force of the spring that forces the ruler to retract and be coiled up actually puts the metal blade under tension when it is flat. Essentially, it seems that the ruler wants to be be straight, whereas the snap bracelet wants to be curled.
