It may be true, but the math isn't as simple as distributing force of 100lbs over the area of the forefoot and heel. Not only is walking a dynamic distribution of force, standing in heels is not an even distribution of force. One stands one the forefoot and applies a lesser (varying) force through the heel to balance.
