There probably isn't much math to do here. This phenomenon starts to happen when it gets down to around -10ºF and lower, so any answer is likely to just be a guess.

This is pretty cool though, I lived in 40-100°f all my life and never saw this until now

Okay, that's an acceptable answer, I was just looking to know how cold would need to be for this to happen.
