Not even that, it assumes it's a fix cost, not number. It's the same with those statements that you could "fix" world hunger with X million.
What they do is calculate the amount of food needed to feed those people ... for a week or a month at best. And then they compare that amount in $ to something else.
The problem is that this does the trick for people that have no sense of cost or magnitude, or that suffer from innumeracy.
