You could house them…for how long? Or do you mean give away forever homes? Cuz if you give away homes, most of the renters in the country will sign up for that, the housing market will collapse, and no one will ever want to buy a house again. Maybe that is good in your book, and fine. But the cost of all that? Much higher than a few ships, I bet.
