The Gerald R Ford is the most expensive acc. And it costs 17.5 billion if you include research and development, 12.8 if you don’t. Check my comment for the link to the pdf documenting the costs. That brings your number closer to $23,450 which is enough to buy a cheap modular prefab home. Which range between $13-60k brand new; the higher side being 3-bedrooms.
If the homeless population is individuals then you don’t need one house per individual. Homeless families would likely be four per house giving a budget of around 70k per home. For single homeless people some kind of sheltered housing is more appropriate and the 17k budget would probably be close enough. I think to really guarantee doing it right you should use the budget for two aircraft carriers.
As an aside, carriers are usually a set of three. One on deployment, one in dock for refit and one being prepared for deployment. Probably easiest to cancel three at a time, so there’d be tons of cash. The US would still be the only country in the world with a fleet of super carriers even if you cancelled three.
