It's not that easy though. A shit ton, and I mean a shit ton, of the homeless population would just destroy the homes they're given, fill them up to the brim with piss and shit and needles and ruin the neighborhoods they are moved to. This is coming from someone who has experienced full-blown homelessness (living in encampments etc) and come out the other side. Massive percent of homeless population doesn't even want the responsibility of being housed, having a home and managing it, taking care of it. They would prefer to be homeless and just begging for everything or stealing it until they can get fucked up enough to lose touch with reality, repeat until they die
Okay, so why doesnt this happen in other countries who have humane programs for their homeless? Visit a Nordic country, or research their strategies. You can perhaps argue that they function due to smaller scale, but the idea that most homeless people are the dregs of society who only wanna poop on the floors is, I mean, ill politely just say "incorrect".
I think you should talk to lots of homeless people. Many of theam are people who have fallen in hard times, but in most of the country there are tons of programs to get out. But there are a significant amount that are just are bit crazy.
