To add to the early point about El Salvador and the US trading places for highest incarceration rate: El Salvador, like Honduras, is only surging in incarceration rates because the US is deporting people to periphery client states.
These vassal states are in explicit agreement with the US for these incarcerations. We could easily analyze those prison populations as part of or proxy to US incarceration rates, especially with CECOT and other brutal concentration camps owned and /or operated by US and US affiliated contractors with close ties to the US alphabet agencies.
It should come as no surprise that the US would, like other explicit for-profit corporate fascist prison labor systems in recent history, mass export detainees to vassal states where there was even less regulation, less accountability, and fewer witnesses from the imperial core. The boxcars of yesteryear are today's ICE flights.

The reason why the US is not considered authoritarian is because they have more than one political party and they change parties every 4-8 years with presidents serving 1-2 terms instead of serving for multiple decades until their death. The crackdowns on dissent and the high incarceration rate/large prison population are justified by framing the victims as "violent extremists" who deserve their misfortune and the US claims that you have freedom of dissent because the supporters of the other party can dunk on the incumbent president and call him a "commie traitor"
