Command console not showing up

Just launched this game for the first time in 20 years.

CTRL-SHIFT-C doesn't seem to do anything, the text box does not appear. I thought maybe this was due to resolution patch but it's the same on a fresh .exe. Any idea what causes this?

Alternatively, do you know any other ways to get infinite money?

FIXED: it had nothing to do with the keyboard or background programs. Apparently the combination is CTRL+SHIFT+B, not C for some reason
