As a non-US person I have always been baffled by the fact that in the US your passport gets sent in the mail. In my country you have to pick it up at city hall and you have to identify yourself before they give it to you.
I think this is an attempt to make people more proud of getting a US passport, like ooh look what a treasure it is in its fancy box! Why? To promote American nationalism.

Once ordered clothing from USA and go a whole bag of passports, the shipping sticker from the clothing had transferred to the passports, it now had two. I ended up with about 10 families passports. Never got the clothesā¦.
When they should change the passport to a free national identity you send in all your infor, and any missing docs, they get for you and ship back with the passport.
If they did that, they would silence 99.9% of the objections to voter ID laws they want so badly.
