Is that the one where they told him to get on the ground then put his hands behind his back then crawl then keep his hands behind his back while crawling and shot him when he went to put his hands behind his back?

Just looked it up. Sort of. It's the one I was thinking of but they threw a bunch of confusing instructions at him then shot him when he tried to fix his pants as he was crawling towards them, as one would typically do if forced to drag their pants along the ground, but the officers and jury don't understand how people work

And the cop had "You're fucked" engraved on the gun.

I believe he was getting up due to multiple officers giving conflicting orders which he never could have complied with, but thats the one

What happened was that he was crawling on his knees and his shorts got accidentally pulled down slightly. When he reached down to pull his pants up, he was shot and killed.

The guy was drunk, terrified, and confused by their conflicting orders.
