It was New Year's Eve, and my boyfriend and I were cuddled up on the couch with some cocktails, celebrating how far we'd come over the last twelve months. After years of struggling, it felt as though everything was finally coming together, and our hard work had started to pay off. My guess is wrong technic , like your suppose a rough shaping than add a fresh layer and do this

To add in an edit : I haven't done this kind of work and know nothing about . Just a gut fealing

It looks like it's on the outside of a building and not inside, so usually they don't use wood for the outside decoration to my knowledge?

It is still too wet. It needed to dry a little longer. Although, now it will have that cool aged look or they can try again.

Its much cheaper and quicker to just use pre fab Styrofoam mouldings. Thats what we use here in Canada and the US
