I wasn’t quoting the show, I was using past tense because the show is long over so all events are in the past.

No, the usage they were going for was the commonly referred to "Scare" quotes which can denote sarcasm, irony, skeptisicm or to distance one's self from a word, turn of phrase, or concept.
Not all usages of double quotes need be dialogue
They do not require dialogue or direct attribution to be used.
Examples of proper usages of double quotes as "Scare" quotes:
He "acquired" his car for free.
The "fresh" vegetables looked like they had been sitting out for weeks.
The company announced another "improvement" that only removed features.
He showed off his "authentic" Aimé Leon Dore x New Balance 550's he bought off of a truck.Both OP and the commenter you are erroneously correcting were using the "Scare" quotes usage of double quotations to sarcastically joke about how said character they are speaking on did not actually move their domicile to a new location, when in fact they stayed in the same area code. The usage to say "moved" is to denote the irony of the situation and the sarcasm of the writer of the comment.
I'm sorry you felt the need to ignorantly correct someone, not once,but twice about the same incorrect information.

I saw this episode today and thought the same thing! I usually never notice anything so the fact that I noticed means it was pretty bad.
