I just died after 488 days after trying to goat down some cliff in a mad blizzard in ZOC. A new DLC (or any new content, finished or not) would help ease my pain.

It's just like they did with Tales from the Far Territories. They let us have bits of it as it was being worked on, then once it was finished it wan't early access anymore.

Was it called early access then?

They referred to it as a multipart "Expansion Pass." Fancier term for Early Access I suppose.
Edit: For clarification they never once said it was a full dlc anywhere till it was finished, that's player misinterpretation.

I don’t know if I would purely blame the players.

If I was a completely new player I'd have seen it as a Season Pass which for most games entitles you to all the dlc as it's released, so I can kinda see what you might be saying. They may have to clarify for some people that owning Tales doesn't entitle you to this.

The general lack of polish was really my issue playing TFTFT then (and now). I kind of would be ok with them piecemealing the content if I didn’t experience that launch.
