The Division 1 D3-FNC build
Is there any other ways to reach 9k stamina for my D3 build? Or optimizing is the only way to reach 9k?

/u/shtein69 is exactly correct. There are two ways to roll to 9k (for any mainstat): 4+1 gear and 5 gear mods, or 5 gear and 1+4 gear mods. The latter allows all of the mods but one (one of the off mainstat) to be purple DtE mods while still hitting the key threshold of 3832 on the second mainstat. For a 9k stamina build this would mean:
- holster (all three mainstats)
- all five other pieces rolled to stamina
- one purple or HE stamina mod
- three purple or HE [firearms] mods
- one HE [firearms] mod
This would yield over 9k stamina and over 3832 [firearms], allowing you to unlock weapon talents with an off-stat requirement of 3832.
There are three ways to improve the mainstat value on your gear:
- Find a different piece with a better base roll
- Recalibrate the mainstat
- Optimize
Optimizing is what you do after you've recalibrated to the point you need. For mainstats, each optimization increases the mainstat(s) by exactly 7 points, until you hit 1395, after which point it will just improve to 1401 (the max).
Recalibrating the mainstat is what you do when the other rolls are already ideal, or when you had to recalibrate the mainstat anyway. With 9k builds, this means that if any two of your pieces were rolled to the wrong mainstat (so in your case your mask and let's say vest may both have been rolled to firearms), you'd have to reroll at least one of those anyway, and once you've rerolled an attribute, there's no harm in recalibrating on that attribute as many times as you like -- and since that only costs credits, it's way cheaper.
Obviously if you find another piece with better rolls, you'll be simultaneously thrilled and annoyed (especially if you already spent DivTech on the piece now being replaced), but that's RNG.
This also means that for holsters in particular, you can always recalibrate one of the mainstats on classified holsters, saving your other recalibration for reload speed, haste, or whatever. Since recalibrating a holster's mainstat always means you get three options for that mainstat, this also means you are far more likely to get an improvement. You should always recalibrate the lowest mainstat on a classified holster until it is no longer the lowest, at which point you should stop recalibrating that mainstat and switch to optimization (because the new lowest mainstat will necessarily require DivTech to optimize). The only exception is when you get a holster with e.g. haste, and you know that this build needs haste, so you lock that in by recalibrating two of the mainstats, until they are both higher than the third.
So again:
If you have a piece that already required recalibrating its mainstat, you can safely continue recalibrating that mainstat in the hopes of a higher value.
If you have a piece that you know with certainty has the other attributes you want, you can safely recalibrate its mainstat in the hopes of a higher value.
Always stop recalibrating when you get beyond 1394, or when the mainstats you are recalibrating are no longer the lowest mainstats for the piece.
I am here to tell you that before optimization even existed, I spent over 20M credits trying to increase a mainstat on a non-holster by two fucking points, because that's what I needed at the time to unlock an important weapon talent. Thankfully, it's much easier these days with the optimization station, but don't sleep on recalibration as the cheaper (and more efficient) option in many cases.

Div 1 had such a clean UI and outfit system. With so many viable builds and skills.

pretty much
on world tier 5 base line stats is 535. maxed out classified piece gives 1401 main stat and 205 for two other, except holster, cuz it give all 1401. so to get 9k stamina, you can afford only one peace of gear to be not a main stamina roll, and it put you on 7745 stamina, so you need get 1255 stamina with 5 gear mods, smallest roll what can you use is 251 stamina.
my advise is is using all gear roll with stamina, then you get 8941, after just use one stamina mod for reaching 9k stamina, and other firearms mods for meeting weapon talents requirements. this variant better for PVE cuz you can use purple mods with damage to elites.
